- backend: fix timezone import, add ServiceHealth import, simplify httpx client
- frontend: update dashboard and components
- tests: add test_backend_runtime.py, update imports
- lint: ruff passes
- progress: mark completed steps, flag missing postgres collector and docker-compose blocker

This commit preserves verified work before integration testing (blocked by
missing docker compose plugin in current environment).
- Added backend/collectors/postgres.py with psycopg/psycopg2 support
- Wired postgres_collector into backend/main.py service_collectors
- Updated backend/collectors/__init__.py and backend/models.py
- Refreshed PLAN.md and PROGRESS_REPORT.md with current task states
- Backend-dev task-BE-01 complete; integration-agent blocked pending docker compose plugin
